In the font file bbold10.pfb lower case blackboard bold greek characters are categorized under wrong characters, making it very hard to type in these symbols.

These kind of TeX fonts with weird encodings are deprecated. I still include them for backward compatability, but you should either rely on Truetype/Opentype alternatives or the built-in blackboard emboldening mechanism.
Of course you are free to hack a macro that simply uses specific characters from the Bbb** font, e.g. using the Ctrl-q shortcut and then entering a number.
