bug #60431: Inconsistent behaviour of preamble and style files during conversion

Wed 21 Apr 2021 02:26:39 PM UTC, original submission:   When exporting a file to HTML, macro definitions only work in the preamble, not in style files. Vice versa, assigning to `html-extra-css` only works in a style file, not in the preamble. During conversion to LaTeX, `<specific>` doesn't work in style files but it does work in the preamble, see: http://forum.texmacs.cn/t/how-add-something-authomatically-in-preamble/360
