This should resume, not start all over again:

    parallel -j1 --resume --results foo.csv 'echo {}; sleep 2s' ::: {1..30} &
    pid=$!; sleep 10; kill $pid
    parallel -j1 --resume --results foo.csv 'echo {}; sleep 2s' ::: {1..30}

It requires CSV-parser and JSON-parser.
