I cannot reproduce the issue on Debian Buster with ibus.

It may be too complicate for a English developer to reproduce and fix such a bug so I'm trying to fix it by myself. However I'm struggling to set develop environment on Windows and haven't succeeded yet. But I have an intuition that this bug will occur also on Linux. I'm going to try that.

You enter "Settings/Time & Language/Language" and add  Chinese(Simplified, China) to "Preferred Language", then click Chinese(Simplified, China)/Options and "Add a keyboard" and add Microsoft Pinyin. Then you can press Windows+Space to switch input methods. When using Microsoft Pinyin, just press something like "telangpu" and then press space to input Chinese.

Set the document language to Chinese and type some Chinese text, then change the input method and type some English text. After that, insert a title. Then, the input language is fixed to English and cannot be changed back to Chinese any more.
