gengetopt.texinfo says:

The code that Gengetopt generates is also free software; however it is
licensed with a simple all-permissive license instead of the GPL or
LGPL.

With gengetopt --include-getopt, it is not true. The generated code includes following text:
Licensed under the GPL as per the whole glibc source tree.

But the text is not true as well. The whole glibc is licensed under LGPL 2.1 or later.

So I propose to fix the generated text and add a note that --include-getopt may affect license.
