After running: ./bootstrap --gnulib-srcdir=/home/ben/Sources/gnulib --no-git --skip-po  &&  ./configure  &&  make, the version.texi file had appeared in the doc/ subdirectory.  The final make is what generated it.  So, first run make in the top source directory -- as one always should.

I already did that, but that didn't create the file.

I don't know how to generate the file -- I used the 2.10 tarball.

I can't see that file after cloning the repository. Look, it doesn't exist: http://git.savannah.gnu.org/cgit/hello.git/tree/doc.

How do you generate it?

Did you change something in the makefiles?  Because the file is right there: doc/version.texi.  Or maybe your tools are too old?

It's a package. See https://packages.debian.org/stretch/texi2html

The same issue with that command, as the files are still not found.

Where did you get texi2html from?  It does not exist on my system.

When using texi2any, it works fine:

  texi2any --html --no-split  doc/hello.texi

produces a hello.html.
