bug #53096: First access to a local file (from the address bar) does not prompt to enable the corresponding android permission

If the permission wasn't already set for another reason, trying to access a local file (for example /sdcard/test.html) will instead display the message "The file /sdcard/test.html is not readable. It may have been removed, moved, or file permissions may be preventing access".

Manually going in the settings, Apps, and enabling the permission on IceCatMobile solves the issue.

But the app should prompt to enable the permission like it does when trying to save an image from an online website, for example.
