Channel triggering allows us to change limits on
a per channel basis.
For example, some channels may need more than the
ordinary limit of ops or akicks, and we can use
/ChanServ TRIGGER to change these levels.
The trigger command is mostly done (past work), and this is a
reminder to finish it or resolve a better strategy for
implementing extended limits for some channels.
What is missing is that the triggers are not saved to disk
and restored when services starts back up.
Then we would need a way of expiring triggers that are no longer
relevant.
