SOFA stands for "Standards Of Fundamental Astronomy" and is maintained by Division A (Fundamental Astronomy) of the International Astronomical Union (IAU). It provides many very low-level library functions in C and Fortran that directly implement the IAU standards, mostly related to coordinates, times and such standard-related measurements.
For example see the complete list of C functions in their 20190722 version.
Through these functions, Gnuastro can become more generally useful in more basic astronomical operations. We just have to consult with GNU regarding their Terms and conditions. We then have to import their functions into Gnuastro's source during bootstrapping and build them within the library (its apparently not a library to build itself and link with and is more like Gnulib).
