MacOS X 10.2.3 with the current (Dec2002) development tools is an adequate development environment.
If you want bleed use cvs to get the latest gcc3 project from Apple's opensource cvs see:
http://developer.apple.com/darwin/tools/cvs/
Project is 'gcc3' for the latest bug fixed gcc3.1 use tag 'fearless-kitty-branch' (Jaguar get it?). For the completely fearless try tag HEAD, which will probably give you gcc3.3 or maybe later.
Build using the instructions for an Apple build in README.APPLE. It should work. If not, your developer tools are probably broken.
Have a look at /usr/sbin/gcc_select. I have a modified but slightly broken version of this which copes with three compiles 2.95,3.1 and 3.3.
