Fixed a problem that was stopping WebSTUMP from running at all: webstump.pl was using 'defined' to check if the web request hash was populated, but Perl doesn't support using 'defined' on a hash any more.

Replacing 'if ( defined %request)' with 'if ( %request )' should do what was originally intended.

The code needs to be updated to run with modern versions of Perl.  For example, the script file-message.pl refuses to run, I think because the way the dependent library mime-parsing.lib imports uudecode from Convert:UU is not recognized as valid by Perl 5.  There may be similar problems in other scripts.
