bug #49925: boostrap depends on biblatex, but biblatex is no longer in debian

After this bug report, I noticed that even though `doc/plotsrc/all.tex' does load BibLaTeX, it doesn't actually use it! Initially it was inteded to build the references used in the book, but apparently it was never completed! So I just defined bug #49926 to address this issue. As discussed there, we can also use BibTeX (which is currently more common) instead of BibLaTeX.

biblatex is still in Debian, but it was moved in the `texlive-bibtex-extra' package (instead of a package on its own): https://packages.debian.org/search?searchon=names&keywords=texlive-bibtex-extra

It looks like biblatex is no longer maintained in Debian GNU/Linux:

I don't know why this is the case.

Forced dependence on a program that is not in debian/stable (or even
available in any other more up-to-date debian version) does not seem
to be a wise interpackage strategy to me. There should at least be a
fallback for non-availability of biblatex - I haven't used biblatex,
but some fallback to bibtex and latex should presumably work.

[I put this in the "configuration file" group because that's
the closest to "bootstrap". Obviously this doesn't really
concern the configure file for a non-git user.]
