Further clarifications to the text are still possible but I'm not going to consider this a blocker for 2.70.

This documentation was already improved through

It now says
"If the binaries produced by these tools can be executed by the build system, the configure script will make use of it in AC_RUN_IFELSE invocations; otherwise, cross-compilation
mode is enabled."
