After the recent events, which includes the character assassination of RMS and his absence from precedency of the FSF, and also taking into account the time this issue has been open, I suggest we direct this question to someone else.

After all, we have now waited for an answer for a good 13 years, and this issue really needs to be seattled.

However, this discussion raises the question who holds the
copyright of the translations.  According to our law, the
translator is by default the copyright holder.  Is there a
procedure to transfer the copyright to the FSF?  All of our
project members are willing to do this.

OTOH, we (FSF Bulgaria) are willing to publish a printed book
with translated essays once we are more or less finished.  Of
course, we have to contact FSF as is written in the book "Free
software, free society".

Alex, I'd very much appreciate if you comment on this, as the
people are asking me and I can't find anything about it on the
gnu.org pages.
