This appears to be a user error (including confdefs.h too late and twice) so I'm closing the bug report.

"Based on autoconf" is possibly doing a lot of heavy lifting here.

I suggest two things:
1. Report it to the Apache folks first;
2. Include the full configure output & config.log here as attachments.

But it continues happening.

Steps to reproduce it:
Download latest Apache, curently 2.4.55 at the moment of this report:
https://dlcdn.apache.org/httpd/httpd-2.4.55.tar.bz2
If we would prepare just using ./configure, it does work well, and everything works smoothly up to that point.

BUT when trying to use buildconf based on autoconf to follow this official tutorial:
http://svn.apache.org/repos/asf/httpd/mod_fcgid/trunk/README-FCGID

namely, after using autoconf, the same ./configure command fails with:
configure: error: could not determine the string function for int64_t
