Tested in phpgw and stock anglesmail from december 2003
Problem:
Steps:
- Email a file with funny chars in its name
- Look at it from phpgw email
- Click on the file to download it
Result: The name gets all funky
Solution:
-The name was getting urlencoded and not decoded upon servind the download page
- This patch urldecodes the filename
