Framerate; packaging

Some news about the undergoing work:

- the maximum framerate is set to 60 Frames Per Second. This is similar to what is done in v1.08. Note that the v1.08 source code mentions 83 FPS, but due way it is implemented, this actually depends on the computer, and varies between 50 and 60. GNU FreeDink uses SDL_gfx's framerate functions, which guarantees a maximum framerate of 60 in a portable way. Limiting the framerate also frees some CPU power for other subsystems such as sound, and this fix TiMidity++ lags in some cases. Thanks to Ewgenij Starostin and Alexander Schrøder for testing :)

- more work on packaging: in particular, the build system now can generate standalone executables, that do not need additional .so or .dll files to work. GNU FreeDink still requires a couple external files to work, namely the default font - I'm working on it. We also have the infrastructure to build Debian packages.
