AFAICT the change in behavior is due to having Qt5 in Debian 11, vs Qt4 in Debian 10.
Indeed, in edit_interface.cpp, line 233 and 243, a reduction of the widow size is applied only if QT_VERSION < 0x050000. If I comment out this test, the window size is OK when choosing "Fit to screen width" while having "Double the zoom factor for TeXmacs documents".

It seems a simple fix, but given I have no Hi-dpi screen I can't assert there are no bad consequnces for people having one.

which is installed by the official package for Debian 11.

This is a new issue, which does not appear in the official package for Debian 10 under Debian 10.

As explained in the title, when "Double the zoom factor for TeXmacs documents" is enabled, choosing "Fit to screen width" will zoom in so that the texts are extremely large. I suspect that this doubling is ignored.
