bug #62156: 100% CPU usage when autosave is disabled

With autosave disabled, I can reproduce this 100% cpu core load in linux 2.1.2, when leaving TeXmacs idle upon restart.

However, if I have normal activity (opening files, editing, ...) within the first moments (half minute ?) the cpu load subsequently remains low, even if leaving TeXmacs idle. Yet, in that case, cpu load is noticeably above normal (5-7%, vs ~2%, perhaps).

Less than 60 seconds after starting TeXmacs, texmacs.bin brings one CPU to 100%.

OS: Arch (EndeavourOS)
TeXmacs version: 2.1.1 (arch/extra 2.1.1-1)

To reproduce:
1. Uninstall TeXmacs.
2. Delete $HOME/.TeXmacs.
3. Install TeXmacs.
4. Start TeXmacs.
5. Disable autosave.
6. Restart TeXmacs.
7. Wait less than 60 seconds.
8. texmacs.bin brings one CPU to 100%.
9. Re-enable autosave (for example, 300 seconds).
10. CPU usage immediately drops.

I have been able to repeat this sequence multiple times on my machine.

This could be related to #61217. However, that bug report says two things that
contradict my findings:
1. In #61217, it says that you have to type a character. I do not have to type a
   character in order for CPU usage to go to 100%.
2. In #61217, it says that the problem was fixed by deleting
   $HOME/.TeXmacs/system/cache. The bug I'm reporting is both caused and fixed
   entirely by changing the autosave preference to disabled and then back to
   enabled, so it does not appear to have anything to do with a cache.
