The compilation of the C++ files of the level-set package ignore the setting of the environment variable CPPFLAGS.

The patch attached to this bug report fixes the problem. It is being applied to the Debian package octave-level-set, such that hardening flags like -D_FORTIFY_SOURCE=2 are used in the compilation. (See https://wiki.debian.org/Hardening)
