I fixed this bug in revision 14132.
This required quite a few changes. Please re-open if you note some new problems.
Note that the page settings are always taken from the current paragraph. The 'this page' directives are fragile, since the page to which they apply can easily change when inserting or deleting content elsewhere in the document.
