I don't have a Windows Vista system. So, I can't test myself.
I would be happy if you could test with a nightly build from tomorrow (2021-June-08) or later to check if it works for you.

Please note that the Octave 6 series will be the last one to support Windows Vista. Octave 7 will require Windows 7 or newer.

The fact that it took so long for someone to report this bug probably means that there aren't many people that are still using Windows Vista and try to use Octave. That gives me more confidence that the decision to drop support for that OS was right.

This seems to be a build system error.

From MSDN:

> Programs that must run on earlier versions of Windows as well as Windows 7 and later versions should always call this function as EnumProcessModules. To ensure correct resolution of symbols, add Psapi.lib to the TARGETLIBS macro and compile the program with -DPSAPI_VERSION=1. To use run-time dynamic linking, load Psapi.dll.


We are already linking with `-lpsapi`. But we aren't setting `-DPSAPI_VERSION=1`. That should probably be added to CPPFLAGS in the the configure test for "psapi.h".

Maybe we could still fix this for Octave 6.3.0.
