Fixed in git, commit 405c2162, by interpreting a bare "+" as "+-1".

By the way, running something like 'src/nano +cr22 NEWS' does not result in an error message, but simply puts the cursor on line 22.  The change to allow a bare + can fix that at the same time.

The --help output of uemacs [1] says: "+  start at the end of file".  That seems like a useful shorthand (a + sounding like: I want to add stuff to this file, at the end of course).  Also, trying this lone + with a few other editors, it results that at least 'vim' and 'ne' know this shorthand too.  So...
