Creating a syntax without any color commands throws an error. But there are cases where one may only want to declare a comment or linter for the syntax. That currently requires adding a dummy color command to the syntax.

Wanting to use a 'comment' command without wanting to color such comments seems rather unlikely to me.
Anyway, the basic purpose of syntaxes is to color things. The 'linter' and 'comment' and other such commands are extras that can be hooked onto a syntax. It's not worth the trouble to allow them to be used by themselves.
