To reproduce, run 'cat /proc/misc | nano -', and then type <Ctrl+Home> -- it does not go to the top of the buffer.  Type <Ctrl+Left> -- it does not jump left a word.  Type <Shift+Up> -- it does not select a line of text.  In short: none of the modified movement keys work.

This has been the case since at least nano-2.2.6.  But the problem proper has existed since the recognition of modified movement keys for the Linux console was introduced: in version 2.6.3.
