Fixed in git, commit ca538e6f.

(The buglet could also be triggered by running 'src/nano +1 NEWS' and then typing: M-+ M--, when in 1-, 2-, 3-, 5- or 6-row terminal.)

To reproduce, make the terminal window two or three lines high, then run nano.  For example: stty rows 2 && nano --ignore.

Then type: ^G <Down> <Up>.  It reports on the status bar: "[ Could not scroll -- please report a bug ]".

The message is mistaken: the screen subsequently correctly "scrolls" one line up, to the first line of the help text.
