This was accomplished in serif by means of special anchors applied to each letter to which these few special marks are to be applied.  It's a fair amount of work.

In FreeSans, the combining right half marks U+FE21, U+FE23, U+FE25, U+FE28, U+FE2A, U+FE2C, and U+FE2F are offset to the right. They should all go directly above/below their bases. An example is ⟨x︧x︭x︨⟩.
