The lowercase dotless i and small caps dotless i look very similar in FreeSans, though the latter is thinner. You can verify the bug by checking the 'smcp' subtable that applies to the dotless i: it is "'smcp' small to small caps in Latin for Turkish 1", but it should be "'smcp' lowercase to small caps in Latin-1".

This bug still exists in FreeSans and FreeSans Bold Oblique.

I just posted a fix for several faces. 

Note that mono bold and boldoblique don't support much in the way of small caps yet.

I have tried to confirm this in a browser with CSS property
   font-feature-settings: 'smcp' on;
As near as I can tell, this causes the dotless i to be transformed to a small capital I, which seems correct to me.

Could you please provide code to illustrate the problem you're seeing?

In FreeMono, FreeMono Oblique, FreeSans, and FreeSans Bold Oblique, 'smcp' only affects U+0131 LATIN SMALL LETTER DOTLESS I when the language is set to Turkish or a similar language. That means that it does not work in contexts without language-tagging, even though the small caps form of U+0131 is not language-dependent.
