The Cha should have a loop on the left, like that of the la.

The subscript, or blwf form of Cha U+0C9B is identical to that of pha U+0CAB. 

This can't be right.  I doubt both forms.  I think the Cha should have a kink in its tail, and the pha should have a dot above.
