Currently(1.99.11), we may customize $TEXMACS_HOME_PATH .

Default system directories should also be taken into account. "~/Library/Application Support" under MacOS, etc.

Currently the .TeXmacs directory is hard-wired (at least for WinTeXmacs 1.0.5) to be in the user's home directory. This doesn't work well with small filesystem quotas. The location of the .TeXmacs directory (or .TeXmacs/system/tmp/ which eats up most of the space) should be customizable.
