Currently, when using --set-time (or -T, --set-utc or -Z), patch checks the time of the file being patched, and when it does not match the time in the patch, shows a warning and doesn't change the timestamp.

When adding '-f', the time is set regardless of the time in the original.

It would be useful to have an option to fail with an error instead of continuing with a warning in this case. This would have helped highlight problems like https://github.com/NixOS/nixpkgs/issues/115177 earlier.
