Yes, I'm sure.
If you grep 'appdata' on this file:
https://l10n.gnome.org/POT/geary.mainline/geary.mainline.pot

you get 14 occurrences.
If you do the same on your system you get 68 occurrences.

I see now that the problem was that I did not have libappstream-glib-devel installed. After installing it, the pot file contains the release strings.

I think GNOME projects using gettext should add this dependency. Especially the server hosting Damned Lies, which generates pot and po files for translators.
I will report this issue to GNOME admins.

Are you sure about that? I'm also on Fedora 30 but it works for me:

Thanks for the pointer.
The commit you linked to was present in appstream-glib since version 0.7.10 (released last year), but all GNOME apps still don't have release notes translated.

I've just double-checked on my system (Fedora 30), where I have libappstream-glib 0.7.15. When I generate the pot file of a GNOME app (such as Geary) using Meson <id>-pot target, I can't find any string about the releases.

Who is to blame?

The gettext-provided its file is only for backward compatibility (the AppData scanner was originally written in C).

For the future use, please pick the file from appstream-glib, where the <releases> element is already supported:

Please add <releases> to the list of translatable elements in the AppData file.

This is useful because some software, e.g. GNOME Software, displays the list of features in a new release when updating an application. Currently only English is available.

I wonder if it could be as easy as it was adding this element:
