Fixed when patch was checked in 14th Aug 2004.

It is actually in DateTimeParser.cs, where Calendar.ToDateTime fails, here:
value = calendar.ToDateTime
(year, month, day, hour, minute, second,
fractions / 10000, era);

With values of:
year=0
month=8
day=5
hour=22
minute=58
second=33
fractions=0
era=0

So I now have to figure out if the M$ version of Calendar.ToDateTime likes these parameters, and continue accordingly.

It does not property parse a date using the following code. It runs on M$, and should run on dotnet:
