It is more likely that this is a problem with your installation of libpopt or having multiple popt installations than with libcdio.

libcdio compiles a program using -lpopt so it is probably picking up a libopt library from somewhere. If that library is unusable, it should probably be removed from your system. If configure is having problems finding libpopt, then you should pass the appropriate location via --with-libpopt-prefix when you run configure.

When attempting to compile libcdio 0.69, it attempts to link with /usr/lib/libpopt.so and fails. It should use /usr/lib64/libpopt.so instead. Altering the autoconf-generated Makefile and changing:

LIBPOPT_LIBS = -lpopt

to

LIBPOPT_LIBS = -L/usr/lib64 -lpopt

remedies the problem.
