I fixed this bug, and found another related bug--and fixed that too. Fixes will be in the next version of GNU make.

If you have a makefile like this

TARGET = foo
$(TARGET): CFLAGS=-g

$(TARGET):: makefile

$(TARGET):: foo.o

Then debug output from make shows that the target specific variable gets applied to the dependency on the makefile, but does not get applied to the dependency on foo.o

In my example, I just reversed the multiple dependency lines, but there could be instances where you want the variable to apply to both.
