Answer:
The datetime->tz_offset is the server's tz offset, where as $GLOBALS['phpgw_info']['user']['preferences']['common']['tz_offset'] is the user's tz offset

Is $GLOBALS['phpgw']->datetime->tz_offset the same value as it is in $GLOBALS['phpgw_info']['user']['preferences']['common']['tz_offset']?

not exists

solution
use $GLOBALS['phpgw_info']['user']['preferences']['common']['tz_offset']
