Thanks. I applied your patch, and extended it to work
with bundles, frameworks and palettes.

I think I need to rewrite the Windows support to factor out
the common code from all those projects. Anyway.

It seems that the LD_FLAGS are not correctly passed to the
$(DLLWRAP) command in library.make's target:
$(GNUSTEP_OBJ_DIR)/$(DLL_NAME): $(OBJ_FILES_TO_LINK) \ ...

The following patch shows a possible solution. However
I do not understand the make system very well, so this could
be nonsense
