No, it's in the SCSI BIOS. You must disable LBA support of your scsi card. AHA 2940 is too buggy.

The problem seems to be similar to FAQ "14. GRUB hangs when accessing my SCSI disk." The deviation from this FAQ is that the system contains an older motherboard that does not know what LBA mode is. (I am assuming that LBA support is enabled/disabled in the motherboard's BIOS.)

To reproduce:
Boot RedHat 9 rescue disk
create grub boot diskette using instructions from GRUB Manual:
# cd /usr/share/grub/i386-redhat
# dd if=stage1 of=/dev/fd0 bs=512 count=1
# dd if=stage2 of=/dev/fd0 bs=512 seek=1
boot from diskette
type command:
grub> root (hd0,0)

System:
OS: RedHat Linux 9.0
motherboard: VIA PA-2007, Award BIOS v4.51 PG
CPU: Cyrix M II-300 underclocked to 166 MHz
96 MB RAM
SCSI adapter: Adaptec AHA-2940UW
HD: Quantum Viking 4.5 NSE
