Well the time zone information comes from a standard source in almost exactly this form. It also matches most unix zone installations. Unless someone wants to do the work I don't see any reason to change it (it's not user visible anyway).

The time zones in $GNUSTEP_SYSTEM_ROOT/Library/Libraries/Resources/gnustep-base/NSTimeZones/ are thrown together without logic. We should organize the time zones in a rationnal way, like that :
/GMT/GMT + x
/Continents/[Sub-continents/]Countries/Cities

here is an example :

/ GMT
> GMT
> GMT + 1
> GMT + 2
> etc.
/ Continents
> Africa
> Marocco
> South Africa
> etc.
> Asia
> China
> India
> New Delhi
> Calcutta
> etc.
> etc.
> America
> North America
> Canada
> Toronto
> Vancouver
> etc.
> etc.
> South America
> etc.
> Antarctica
> Arctica
> Europa
> Oceania
> Indonesia
> Bali
> etc.
> Australia
> New Zealand
