Are you sure? I don't want to insist, but

doesn't look dead.
And I get them with
cvs -z3 -d:ext:anoncvs@savannah.gnu.org:/cvsroot/phpgroupware co calendar

In the 0.9.16RC2 tarball, there's still a bunch of
calendar/setup/holidays.??
files.
These probably should be removed or renamed.
If renaming them is the solution, please check whether they're still in sync with the current ones.
(I guess this requires CVS add/remove and I'm not sure, so I don't submit a patch.)
