Use this makefile:

one:: ; @echo one
one:: ; @echo two

and run "make -q". You'll get an infinite loop. Commenting out one of the lines causes it to work again. Enabling debugging shows this loop:

File `one' does not exist.
Finished prerequisites of target file `one'.
Target `one' is double-colon and has no prerequisites.
Must remake target `one'.
Target file `one' needs remade under -q.
