Thanks for looking at this, Joris. Indeed, changing items in the document's local bibliography works as intended. What does not seem possible is to add new items to the local bibliography that are not in the global bibliography.

This may not be the intended use, but it is a bit confusing as the interface makes it possible to add new items and it look as if changes are saved (the asterisk in the window title disappears).

Maybe the explanation in The Jolly Writer is not good enough, but I just tried and the feature works for me. More precisely, this is what I do:

1. Make a sample document with a single reference from the global bibliography.
2. Do Document -> Bibliography as you say.
3. Change an entry in the bibliography and save it (File -> Save).
4. Go back to the main document and save it (File -> Save).
5. Regenerate the bibliography.

Please check whether the same recipe works for you.
I also checked that, proceeding in this way, the global bibliography does not change.

In the Jolly Writer, sec. 6.5.7, a procedure is described for adding a “local bibliography” to a document.
I cannot make this work with TeXmacs 2.1.4.
The steps given in the JW are as follows:

1. Add a bibliography to the document using your “global” .bib file. Whatever you cite in the document is shown in the  Bibliography section, no problems.
2. Open the "local" database by Document -> Bibliography.
    TeXmacs shows the entries corresponding to the citations in the document.
3. Add a new citation in the document, to an item that does not exist in the global .bib file. Say the item is "ABCD".
4. Add a corresponding new entry in the "local" database buffer, and save the buffer.

But now, after doing Document -> Update -> Bibliography once or twice, you get an error “I didn’t find a database entry for ABCD"
 
The problem seems to be that the local database isn't actually saved. Its interface doesn't have a green check mark for a new entry like the the entries you see by using the Data tool and doing Data->Open bibliography.
