This turns out to be false; I must have confused myself.

$ cat ATTIC/kiss-foot.tr
.\" U.S. letter paper assumed
.sp 65v
Hello!
$ groff -Z -Tascii ATTIC/kiss-foot.tr
x T ascii
x res 240 24 40
x init

x font 1 R

s10
V2640

DFd
tHello!
n40 0

V2640
x stop

Between this and some pending documentation updates about how the formatter handles the end of input, I think the mystery is solved here.

Resolving as invalid.

One would expect a blank second page if end of input implied a line feed.  But a break merely says the current output line is finished; it can (such as if there is more input) but needn't (such as if multiple breaks occur in a row) advance the line.

Our Texinfo manual and roff(7) claim:

"GNU 'troff' interprets the end of input as a break."

But this turns out not to be true.

$ cat ATTIC/kiss-foot.tr
.\" U.S. letter paper assumed
.sp 65v
Hello!

This produces a ONE page PostScript document with "Hello!"'s text
baseline sitting at the very boundary of the paper.  And there is no blank second page.

Frustratingly, it does produce 2 pages in nroff mode.  That might be a code bug.

Investigate.
