There is probably a libneon call to rfc1738 decode a url. if you can dig that up, then handing all url's to that when they enter tla will be a reasonable solution.

It seems that the normal URL encodings are not supported on the http archive urls, e.g. this does not work:

webdav error: 404 Not Found

But this does:

> tla register-archive http://www.quackerhead.com/~duff/{archive}/cduffy@spamcop.net--2003-quackerhead/

Registering archive: cduffy@spamcop.net--2003

I'm using the nightly Debian snapshots of tla.
