LOCK is required for .14, I don't recall if .12 required it too so it may be a new for .14 thing.

LOCK is seperate permission DB permissions and is used in phpgw to ensure consistance, which is not needed in setup as it's a single user type of environment.

GRANT ALL gives LOCK but some shared hosts don't give you this by default. There is no work around, you must have LOCK permission or corrupt data is imminent.

This is a config issue and not a bug.
