AFAIK there is no official build for Ubuntu 21.10 *. The former texmacs package you likely kept during your upgrade is probably incompatible with your new distro version; that could explain the crashes (I'm surprised apt did not simply remove the package during the upgrade, though).
You can try my Ubuntu 21.10 build (https://software.opensuse.org/download.html?project=home:slowphil:texmacs-devel&package=texmacs), or the AppImage version (https://download.opensuse.org/repositories/home:/slowphil:/texmacs-devel/AppImage2/  just make the file executable after downloading it). If they still crash, try to clear your ~/.TeXmacs folder.

After updating my Ubuntu to 21.10, the standard version of texmacs crashed and can not be re-installed.
