Dave's analysis is correct.

I'm closing this an invalid.  If any groff options not already supported by nroff are desired, please file a "Wish" severity ticket on Savannah identifying which one(s) and articulating a plausible use case.  (For example, I believe the omission of `-e` and `-p` to have been deliberate, because nroff-mode devices are generally not capable of coping adequately with the output of the eqn and pic preprocessors.  Also, `-e` already had a different meaning in AT&T nroff.)

This bug report appears to be based on a misunderstanding of the purpose of the cited commit.

Before November 2020, nroff did not recognize -z or -Z.

Commit 2219bd22 (Nov 2020) changed this, making nroff recognize -z.  This commit amended the nroff man page accordingly, adding "z" to the Synopsis section but erroneously calling it "-Z" in the Description section.

The commit you cite, 5f15d0ca (Jul 2021), fixes this typo in the Description section.

nroff did not previously, and still does not, accept -Z.  This option causes nroff to emit "usage error: invalid option '-Z'" on stderr and exit with a status of 2 (or 1 in the 1.22.4 release).  No nroff options have been removed by either of these commits.

2021 +1000) changed '-Z' to '-z' instead of adding -'z' to
"nroff.1.man".

  Generally "nroff" should not remove any option; "groff" should handle
that.

  The man page for "nroff" needs only to document unexpected behaviour
of a valid "groff" option.
