The statement:

b% : a%

is not the same as "b1 : a1"; the pattern form of this does not declare a dependency relationship with no rules. Check the GNU make manual section "Canceling Implicit Rules" and you'll see that defining a pattern rule with no commands is how you cancel that pattern rule.

If you change your makefile to have a no-op command in the pattern, then it will work as you expect:

a% : ; @echo $@ requested
b% : a% ; :
