Octave no longer actively supports gnuplot, although there are no plans to get rid of it either.  You might try switching to the supported 'qt' toolkit for plotting and see if that works better for you.

There is always the possibility that the gnuplot version shipped with Octave has an upstream bug.  Have you checked with the gnuplot bug tracker to see if there has bee a problem reported with the "set mouse" option for "ruler"/"noruler" or whether the keyboard binding to 'r' has become inactive?

Since upgrading to 6.1.0 on Windows 10 64-bit, Gnuplot functionality uas generally improved.  However the ruler feature no longer works properly.

To reproduce, set graphics toolkit to gnuplot, plot something, click in the gnuplot window and press the "r" key.  The status text at the bottom of the screen shows the ruler is present, but it is not displayed.
