The offending commit is d2fb371f: "say it when spell check or manipulation did not change anything".

To reproduce, run 'src/nano --ignore --speller=dontmatter'.
Then type: ^T ^T
See that there is zero response, as if something got eaten somewhere.

Expected behavior: nano should say something like "Nothing to do" for this case.

Bug exists since version 4.6.  Version 4.5 and earlier would say: "Finished checking spelling".  (That is somewhat strange, as nano didn't actually check anything, but it's better than silence.)
